The Gentlemen's intelligence officers and the ones charged of tracking down targets. Despite their seemingly average work, they have access to the top men, HMVs and ships available.
One of them made the mistake of finding and bringing Earl James back to Ray Shishigami without being approved. He was quickly killed by Earl, who had been ordered to by Ray. The Gentlemen didn't seem to mind these actions, even with Earl injuring several of their soldiers beforehand. It is a wonder if these men are either cannon fodders or really effective agents.
